LAFCo can accept an application for a boundary change or other proposal through two methods:
Resolution of Application – adopted by a city council, district board, or the County Board of Supervisors.
Petition of Landowners or Registered Voters – signed by the required number of affected property owners or voters, as specified in the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Government Code Section 56000 et seq.).
All proposals must include a Standard Application, which provides general information about the project, and a Supplemental Application, which contains the information necessary to prepare a Plan for Service consistent with state law. The Plan for Service demonstrates how municipal services will be provided, financed, and maintained within the proposed area.
A current fee schedule is available to help estimate costs associated with filing an application. LAFCo staff are available to assist applicants in compiling the appropriate fees and ensuring that all required materials are complete before submission.
