Each Local Agency Formation Commission (LAFCo) adopts its own policies and procedures to guide how it carries out the responsibilities established by the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Government Code Section 56000 et seq.).
These locally adopted policies provide direction on how proposals are reviewed, evaluated, and processed—covering topics such as spheres of influence, municipal service reviews, annexations, service extensions, and public noticing. Policies are adopted by the Commission in a public meeting and may be amended from time to time to reflect changes in state law, local conditions, or Commission priorities.
