Tuscan Water District
The Tuscan Water District (TWD) was formed on February 1, 2024 to provide a coordinated approach to groundwater management for agricultural landowners in western Butte County. Spanning 102,327 acres, the district serves a region historically known as the "White Area," which relies heavily on groundwater from the Tuscan Aquifer. The district's primary focus is groundwater advocacy, sustainability planning, and representation of landowners under the Sustainable Groundwater Management Act (SGMA). TWD collaborates with Butte County, the Butte County Water Commission, and Groundwater Sustainability Agencies (GSAs) for the Vina and Butte sub-basins to ensure sustainable water use and long-term aquifer health. While TWD does not own infrastructure or provide direct water services, it plays a crucial role in groundwater planning, regulatory compliance, and advocacy for sustainable agricultural practices. The district is governed by a nine-member board elected by landowners and operates in alignment with local and state water policies.
